Submission Preparation Checklist
All submissions must comply with the following requirements:

The submission consists of two separate documents: (i) a complete manuscript, fully anonymized, with no indication of authorship, institutional affiliation, or any elements that could allow the identification of the author; and (ii) a separate document containing the author’s full name, a brief biographical note, and the appropriate institutional affiliation.

The manuscript complies with the BRICS Strategy and Technology Review (BSTR) Author Guidelines and follows ABNT standards, which also apply to submissions in foreign languages.

The manuscript is original, has not been previously published, and is not under consideration by another journal.

All references have been carefully checked for accuracy and completeness.

All tables and figures are properly numbered and labeled.

Permission has been obtained for the use and publication of all photographs, datasets, and any third-party materials included in the submission.
Articles
The BRICS Strategy and Technology Review (BSTR) adopts an editorial policy grounded in academic rigor, scientific integrity, and intellectual pluralism, and is dedicated to the publication of original works that critically examine the relationships between strategy, technology, sovereignty, and governance in multipolar contexts.
BSTR’s editorial policy is guided by five fundamental principles: political neutrality; intellectual and editorial independence; non-profit orientation; transparency and accountability with regard to research methodologies and any use of funding or sponsorship resources; and reliance on technical data and empirical evidence for the development of scholarly work.
Scientific contributions are expected to follow recognized methodologies, ensuring the reproducibility of results and respect for Human Rights, fundamental freedoms, and ethical research standards. This may include, when applicable, the obtainment of ethical approvals and due care for the integrity of research participants. The scientific methods employed must be clearly disclosed, with data made available whenever technically feasible, limitations and assumptions explicitly stated, and conditions ensured for independent verification of results.
All submitted manuscripts undergo an initial editorial screening and, when aligned with the journal’s scope and editorial policy, are evaluated through a double-blind peer review process, with full anonymization of authors and reviewers ensured by the Open Journal Systems (OJS) platform of the Public Knowledge Project (PKP). The journal may also publish articles originally presented at conferences, seminars, and scientific events linked to the BRICS+ Forum for Strategic Technology, provided they are formally submitted to BSTR’s editorial process and duly revised and adapted to academic publication standards.
Manuscript selection is based exclusively on theoretical, methodological, and analytical quality, without distinction based on institutional affiliation or geographic origin. The journal ensures transparent decision-making, well-founded reviews, and a permanent commitment to academic ethics and open access to scientific knowledge. Any form of content censorship motivated by partisan political considerations is expressly prohibited. The publication of a technical work seeks to foster high-level academic debate and does not imply institutional endorsement by BSTR, which preserves its autonomy in its activities and in the production of scientific knowledge.
Copyright Notice
The BRICS Strategy and Technology Review (BSTR) adopts a Creative Commons copyright policy, ensuring open access and broad circulation of scientific knowledge. Copyright remains with the authors, who authorize the publication of their works under the Creative Commons Attribution (CC BY) license, allowing the sharing, reproduction, and use of the content for academic and non-commercial purposes, provided that authorship and the original source are properly credited.
In addition, the use of third-party content or materials without proper source attribution is prohibited for authors submitting their work. When using third-party materials, authors are responsible for verifying any applicable rights prior to use, including obtaining the necessary licenses for the use of third-party intellectual property when required, and for respecting any usage limitations established by the respective rights holders.
Privacy Statement
The BRICS Strategy and Technology Review (BSTR) is committed to protecting the privacy and personal data of authors, reviewers, and readers, using the information provided exclusively for editorial purposes, academic communication, and journal management. Personal data are neither shared with third parties nor used for commercial purposes and are handled in accordance with principles of confidentiality, security, transparency, and anonymization whenever possible.
The editorial process is managed through the Open Journal Systems (OJS) platform of the Public Knowledge Project (PKP), which adopts recognized technical standards for data protection, ensuring the integrity of submissions and the preservation of anonymity throughout the peer-review process. In addition, BSTR ensures that its legal relationship with PKP is supported by privacy protection clauses, which establish measures of mutual cooperation to prevent information security incidents.
Data subjects may, at any time, exercise their rights through the official channels of BSTR and PKP, in accordance with Federal Law No. 13,709/2018 (Brazilian General Data Protection Law).
